Environmental policies or democratic setback? Analysis of Bolsonaro government decrees on the environment and its impact on the quality of Brazilian democracy

Abstract

This research investigated the impact on the quality of Brazilian democracy due to presidential decrees (art. 84, items IV and VI of the Federal Constitution/88) regarding the environment issued during the government of Jair Bolsonaro. Given the prerogative and discretion to publish decrees without the need for any prior analysis or approval by the other branches of government, the President of the Republic can direct public policies in a personalized manner, directly impacting the pillars of democracy. A more inclusive democracy is measured, with special attention to the criteria established in national and international literature that assess democratic quality. The results highlight the importance of a balance between government action and the preservation of democratic principles, evidencing the need for mechanisms that guarantee participation and transparency in issues that are fundamental to the future of the environment and society.
