Abstract

This article analyzes the conditions for promoting balanced development policies in territories, using polycentrism as a central strategy. Polycentrism involves the decentralization of economic and political cores in a city or territory, integrating services and resources into a synergistic network to meet collective needs. The need to build multiple centers in municipalities to achieve balanced development and avoid resource concentration in central areas is emphasized. Public investment is crucial for promoting balanced urban development, while private investment follows public investment and focuses on previously consolidated areas. The research has been conducted in several districts of the Buenos Aires Metropolitan Area, highlighting the role of public policies in promoting urban development. Further research is planned in other municipalities to better understand how migrations affect urban development. Public policies are essential to reverse monocentric trends and ensure human rights and social justice in the southern suburbs region.
