Abstract

The Psychosocial Care Network (RAPS) is a Public Policy established by Ordinance GM / MS No. 3,088 of 12/23/2011. Its objective is to enable a set of actions in SUS to meet the demands of mental health, defining the expansion of access to care psychosocial at different levels of complexity and the guarantee of the articulation and integration of the different points of care of the health networks in the territory, qualifying care through welcoming and continuous monitoring. This case study aimed to understand the network of health services in the territory of São Mateus (São Paulo, SP), verifying how the RAPS articulation and flows work, thinking about strategies for strengthening mental health in primary care. As a methodological framework, bibliographic research with a qualitative approach was used, analysis of records of CAPS Adult III, from January to April 2019; as well as analysis of the Technical Health Supervision São Mateus database. The results allowed us to verify that although the territory understands Matrixing as the main device for strengthening primary care and has articulated itself to offer monthly meetings on mental health, such as the RAPS Forum, Matrixing and Mini Poles de Mental Health; the network's articulation is still hampered by having a very large population and not having all the RAPS equipment and not enough Family Health Strategy units, presenting the need for educational work to service users and workers to understand the flows.
