Abstract

This study aims to identify the relationship of the work process between public officials and outsourced workers. However, in public service, outsourcing presupposes a change in the organization's management, which implies evaluating the risks and difficulties that may arise within an institution during this transition of administrative change. This is an exploratory investigation, through a bibliographic review based on Lilacs (Latin American Literature in Health Sciences) and Scielo (Scientific Electronic Library Online) data base, with articles in Portuguese that address the topic of study in the last decade. In the results found, the precariousness in relation to working conditions, the importance of interpersonal relationships and the perception of the importance of the role of the manager in the elaboration, planning, control and evaluation in the change process to coordinate all are highlighted. the situations. The diagnosis of the organizational culture allows the formation of a motivated team to be the main aspect so that the State can increase its productivity and quantity in the provision of services.
