Abstract

Early Childhood is a child's life cycle in which the experience of experiences, positive or negative are carried throughout life. It is well established in the scientific literature that public investment in actions that favor child development reverts in the not too distant future to a more just society, with better possibilities for work and income, less violence, healthier and more balanced. The Municipal Plan for Early Childhood (PMPI) reflects the mayors' commitment to the constitutional rights and the future of their citizens, being the technical and political instrument for the implementation of an inter-sectoral and integrated public policy for children under 6 years of age. This research aimed to study the evolution of PMPI as a public policy in the State of São Paulo, in addition to identifying the municipalities in the Metropolitan Region (RMSP) that made their PMPI Decrees, comparing them in terms of the performance of social organizations with those that they didn't. Bibliographic research in different databases and a critical reading of the different findings were used as a method, through which it was found that even with all the scientific, legal, economic and social apparatus that supports and justifies the formulation of policies public for Early Childhood, the vast majority of municipalities in the RMSP (97.5%) have not yet made the PMPI Law and that the political activity of social organizations in this process has proved to be of fundamental importance.
