Abstract

The article addresses the relationship between policy production contexts and their political significance, highlighting the importance of theoretical frameworks in government implementation. It mentions three predominant streams for public policy design: rationalism, incrementalism, and mixed forms, such as strategic planning and neorationalism applied by left-wing governments in Latin America. The text is organized in three parts: first, it establishes the constitutive dimensions of each planning construct; second, it describes the evolution of political processes and state intervention in Argentina based on these frameworks during the 21st century.
