Análise das Políticas Públicas para inserção ao mercado de trabalho na região central da cidade de São Paulo

Abstract

This article is the result of a study of the master's thesis defended in 2021 at the Federal University of São Paulo. Its objective was to investigate the implementation of public policies for social protection regarding access to the labor market for the homeless population. The research was conducted in the downtown area of São Paulo city, with adult males aged 18 to 65 years old, at the Estação Vivência Shelter Center. The research type was exploratory and qualitative, structured from the perspective of critical-dialectical methodological thinking. Technical procedures utilized primary sources (semi-structured interviews) and secondary sources (bibliographical and documentary research). To conduct the interviews, with an intentional sample and a previously prepared script, 30 interviews were collected, with the profile described above. The analysis of data from both sources allowed identifying that 60% of the homeless population sought work and income for their survival. However, it was found that there were not enough job opportunities to meet this demand, despite the existence of social programs aimed at labor market insertion for the homeless population. Finally, it is noted that the loss of employment by men, the main reason that led them to homelessness, and that the programs implemented in the municipality, such as Solidarity Economy, Operation Work (POT), professional training courses, and the Support Center for Work and Entrepreneurship (CATe), fail to demystify the violation of the human right to access work and income, guaranteed by the Brazilian Constitution of 1988.
